Budgetary demands worth Rs 5639.43 cr passed

Budgetary demands worth Rs 5,639.43 cr for Food & Civil Supplies, Consumer Protection, Gramodyog, Cooperative and 20-point programme were passed with voice vote in Vidhan Sabha here on Friday. The Minister for Food & Civil Supplies Department Punnulal Mohile presented the budgetary proposals in Vidhan Sabha on Friday.


After the discussions, budgetary provision worth Rs 382.13 cr was passed for Food & Civil Supplies and Consumer Protection department, Rs 119.58 cr for Gramodyog department, Rs 136.18 cr for Cooperative department, Rs 1.54 cr for 20-point programme implementation department. Citing about the budgetary provisions, Food Minister Punnulal Mohile gave information about the achievements of the department. He informed that for error-free identity of beneficiaries for Public Distribution System (PDS), the department has prepared a new plan. Under this the bank account, Aadhar No., and mobile number of the beneficiary is been collected. Till date bank account details of 25 lakh ration card holders has been taken. He informed that in current FY, 2014-15, Aadhar registration of 1.45 cr persons has been completed and Aadhar No. 1.48 cr persons has been generated.


Mohile hoped that by June 2015, Aadhar cards to majority of people would be issued. It is through Aadhar numbers, it would be possible to have error-free identity of beneficiaries taking benefit of government schemes and in this the actual needy person will be benefitted. He informed that the state government has taken decision to start cash-transfer in PDS as pilot project in total six ration shops in Raipur, Dhamtari and Mungeli from April 2015 on experimental basis. Further Mohile informed that based upon success of this pilot project, it will be implemented in other ration shops of state. He informed the House that the state government under leadership of CM Dr Raman Singh is making all efforts to ensure food security to poor and provide value for the agriculture produce of the farmers.


Food Minister Mohile informed the House that 90% of the farmers selling paddy have been made payment online directly in their bank account. He informed that as compensation to loss in the paddy purchase from farmers, there is provision of Rs 2,288 cr for 2015-16 and Rs 786 cr for meeting up the declared expenditure. Citing about budgetary demand for Gramodyog Department, Mohile informed the House that including the Directorate of Sericulture, Handicraft and Handloom department, Khadi and Gramodyog Board and Matikala Board’s scheme, a total of 1.45 lakh persons have been benefitted. In the next FY 2015-16, there is target to provide employment to 2.12 lakh persons. Mohile informed that there is hike of 22% in the budget of Gramodyog department for 2015-16 compared to that of last year. Citing about demands of Cooperative deaprtment, Mohile informed that the state government has started preparations for establishing fourth Sugar factory in the field of cooperative. As per declarations by CM Dr Raman Singh, the new sugar factory will be opened in Pandariya. Mohile also informed that to ensure smooth elections of cooperative commitees in the state, state government has formed State Cooperative Electoral Commission last on 28 Oct 2014. There is provision of Rs 1.28 cr for the Commission in the budget. Similarly for sorting out cases of cooperative committees, State Cooperative Authority was formed last on 27 May 2014 and there is budgetary provision of Rs 79.97 lakh for this Authority in the budget.
